DETERMINANTS OF UKRAINE’S CONTEMPORARY ECONOMIC POLICY: FROM GLOBAL CHALLENGES TO POST-WAR RECOVERY STRATEGIES

Abstract

The article analyzes the key factors that shape the content of economic policy (such as war, energy, resources, etc.). It is revealed that war inflicts devastating blows to the economy through the destruction of infrastructure, a reduction in the working­age population, increased financial expenditures, and economic instability. War also intensifies the fragmentation of the global economy, casting doubt on the return of the world economy to the pre­war level of globalization. It is established that energy emerges as a decisive factor affecting global economic stability, political security, and innovative development in the modern world. The significant impact of natural, human, technological, and financial resources on economic capacity and stability is emphasized. It is demonstrated that human resources are the key factor for post­war recovery and future economic growth, as they provide the foundation for production efficiency, innovation, competitiveness, and adaptation to global challenges.The article reveals that the main task of economic policy is the rational use and preservation of financial resources for the future through their effective integration into technological, environmental, and international processes that promote sustainable economic development.It is concluded that post­war Ukraine should focus on restoring agricultural resources, capitalizing on other natural resources, returning and developing human resources, further developing technological resources beyond the military sector, and seeking financial resources for reconstruction needs.
