This article presents a qualitative study of the socio-political and economic factors that influenced the development and functioning of the Ukrainian education system between 1917 and 1941. Based on a historical and pedagogical analysis of government and archival documents, monographs, and pedagogical press of the period under study, with the aim of identifying the characteristics pedagogical changes in Ukraine's education system between 1917 and 1941, three stages of national state building during this period are identified and their specific features are determined. It is noted that pedagogical scholars of the period focused their attention on the personal orientation of education, the integration of subject content, education as an independent research activity for students, individualization, differentiation of education, etc, which is relevant during the current reform of Ukraine's education system.
